MAKE ALL TABLES DRAW 2 CARDS, 1 CANASTA, RATED, PRIVATE.

You can ONLY meld 5s, 7s, 8s, Js and Qs, all other cards are discards only. 
You may use wilds. Once you have melded your Kite then you can make canastas. 
No kite no canastas. No touching the pile!
