MAKE ALL TABLES DRAW 2 CARDS, 1 CANASTA, RATED, PRIVATE

1st Hand - Surprise NTC - the first card up determines initial meld, if first card
	is a black 3 or is frozen with red 3 or wild is just NTC
2nd Hand - Upwards Mystery NTC - first card up determines initial meld and first canasta,
	Ex. If first card is a 4, you initial meld is 4s and your first canasta
	must be in 5s. If first card is a black 3 or is frozen with red 3 or wild is NTC.
3rd Hand - Simon Says NTC - first player to draw chooses initial meld card. 
If more than 3 Hands are needed, start over at Surprise NTC and continue on. 
NO picking up the pile and 1 canasta to go out
