You can meld anything at anytime but you cannot make any 
canastas until you have 1 SET (ONLY ONE) of 3 red royalty 
cards or 2 red royalty cards (J, Q or K) melded with a 2 
or a Joker, which are considered color neutral.  All other 
royalty cards are discards only.  No touching the pile!
